A child born “in Japan” from a permanent resident is a “spouse of a permanent resident”.
Unfortunately, if you are born “outside Japan”, you will not be a “Japanese spouse, etc.”, but you can be a “resident”.
In addition, foreigners who are married to permanent residents are also “spouse of permanent residents”.
As a matter of course, the spouse of a permanent resident can be called to Japan with the Certificate of Eligibility (COE).

日本に長くいると永住申請ができて、認められると晴れて「永住者」となります。
永住者は重大な犯罪を犯すなどの永住権取り消し事由にあたる行為をしない限り日本に一生いることができます。
永住者から「日本で」出生した子供は「永住者の配偶者等」となります。
「日本以外で」出生した場合は残念ながら「日本人の配偶者等」にはなりませんが、「定住者」が可能です。
また、永住者と結婚した外国人も「永住者の配偶者等」となります。
当然のことながら永住者の配偶者等は、在留資格認定証明書(COE)で日本に呼び寄せることが可能です。
