This “foreigner new entry online system” is a system that only corporations and sole proprietors can enter.
Even if an individual receives a certificate of residence status from the immigration bureau and sends it to a person who wishes to enter Japan in a foreign country, the visa sticker will not be affixed to the passport by itself, and a “receipt certificate” is required. Become.
However, I am stuck there because I cannot input to this “Foreigner New Immigration Online System” individually.
For those who have obtained a certificate of residence status for a Japanese spouse, permanent resident, or family stay, there is no way to make this “uketsuke sumi sho”, and the Japanese embassy abroad is stubbornly a “uketsuke sumi sho”. It seems that people without visa are refusing to issue visa seals.
Until now, Japanese spouses and others were able to enter Japan, but once the ban on new entry is lifted, they will not be able to enter Japan.

もちろん中長期滞在で在留資格認定証明書を取得した方も、同様にビザのシールをパスポートに貼付が必要です。
その際に、厚生労働省が設けたサイトで「外国人新規入国オンラインシステム」というのがあり、こちらに必要事項を入力すると「受付済証」という書類が生成され、この書類が在外日本大使館でのビザ申請に必要な書類に加わりました。
問題点
この「外国人新規入国オンラインシステム」ですが、法人・個人事業主しか入力できない仕組みとなっています。
個人が入管に在留資格認定証明書の発給を受け、外国にいる日本入国希望者に送付をしても、それだけではビザのシールをパスポートに貼付してくれなく、「受付済証」が必要になります。
ところが個人ではこの「外国人新規入国オンラインシステム」に入力ができないので、そこで立ち往生です。
日本人の配偶者・永住者の配偶者・家族滞在の在留資格認定証明書を取得した方は、この「受付済証」を作る方法がなく、在外日本大使館はかたくなに「受付済証」無の人にはビザのシールの発給を拒否しているようです。
今まで日本人の配偶者などは日本に入国できていたのに、新規入国が解禁されたら今度は入国ができないという逆転現象がおきています。
早くコロナ禍が終わればいいですね
コロナ禍が終われば、この「外国人新規入国オンラインシステム」や「受付済証」は不要になるでしょう。
そうすれば、コロナ前のように自由に行き来できる環境が復活します。日本人の配偶者も入国が可能になります。
それとも新規入国の全面的な禁止という制限が復活すれば、また日本人の配偶者も入国できるようになるかもしれません。
